Abstract: As the managerial importance of manpower is highly evaluated and the workers' satisfaction is given greater value, participation and decentralization attract more attention. However, these are hardly implemented in real management. Various models have been proposed but they are usually discussed from a mathematical point of view, ignoring the managerial climate behind their proposals. This paper discusses what conditions work favorably for their implementation and claims that ethos of management and cooperation are the key conditions.
