Abstract: From an economic perspective, analytical and policy interests dictate a need for empirical study of the design of organizations, with special attention to their information activities and the cost consequences of those activities. Similarly, this need pervades managerial concerns in both private and public sectors. There are conflicting expectations as to the form of the New Organization now emerging. An important step in developing research agenda is to widen the scope of exploratory behaviour from ‘R&D’ to the full range of activities involved.
