Abstract: In practical group decision making (GDM) problems, decision maker (DM) may have to tackle with incomplete information and uncertain linguistic preference relation (ULPR). Consequently, the DMs may provide incomplete ULPR s. In this paper, the property of additive transitivity of fuzzy preference relations is extended to linguistic domain firstly. Then, this property is extended to ULPR. Subsequently, an algorithm is developed to construct an additive consistent ULPR from a set of n-1 preference relation data, and a procedure is established to estimate missing values with more known elements. An algorithm is proposed to deal with hierarchy process GDM problem with incomplete ULPRs. Finally, a case study is illustrated to show the practicality of the proposed methods.
