Abstract: In order to scientifically evaluate the emergency management capabilities of major cities in China, this article conducts a comprehensive study on the input and output indicators of emergency response in each city. A two-stage network DEA model was used to construct an evaluation model that reflects the emergency management capacity of cities. A dataset containing emergency management data from 36 well-known cities in China was selected to effectively evaluate its performance, and the city that demonstrated the most effective input-output ratio in the field of emergency management was ultimately determined. The research results show that using a two-stage network DEA model as the foundation to construct an evaluation model that reflects urban emergency management capabilities can promote a wise combination of subjective and objective evaluations, and achieve scientific investment in urban emergency assets.
