Abstract: After distribution privatization experience in Orissa, the only other utility that has been unbundled and privatized is that of Delhi. The model for privatization of the distribution business in Delhi has been fairly unique and has also come under enormous scrutiny, primarily due to political factors. No other state government in India has tried to replicate this particular model for privatization. In this paper, we evaluate the outcomes of the privatization process as followed in Delhi, the challenges this particular model posed to different stakeholders, and also the learning that it offers to other state governments in India and globally, who might want to consider a similar approach. The paper also highlights the improvements in energy efficiency, which have been/can be effected.
