Abstract: The present situation in data-communications in Europe is reviewed from the user point of view. A survey is given of the bodies which are active in the field, and their influence on the formulation of policies is discussed. A plea is made for a greater involvement of telecommunications users, and the paper ends with a policy statement from INTUG, the International Telecommunications Users Group.
