Abstract: Loans from international financial organizations projects and financial expenditure in Beijing two basic concepts of performance evaluation model, index system, evaluation method, organization and management, working procedures and the application of evaluation results for the study, comparative analysis, summarizes the two performance Evaluation mode characteristics and should pay attention to their problems, from the practical point of view the financial sector for the future evaluation of how to further strengthen the performance of policy recommendations, which guide and regulate for the proper supervision and management of financial resources, the formation of effective law enforcement and supervision of financial Constraints and improve efficiency in the use of financial resources has important practical significance. In this paper, we investigate the MADM problems for evaluating the performance of projects loaned by international financial organizations with the fuzzy number intuitionistic fuzzy numbers (FNIFNs). We first introduce some operations on the FNIFNs. Then, we further develop the induced fuzzy number intuitionistic fuzzy Hamacher ordered weighted averaging (IFNIFHOWA) operator based on the induced OWA (IOWA) operator. Then, we apply the IFNIFHOWA to deal with multiple attribute decision making with the FNIFNs. Finally an illustrative example for performance evaluation of projects loaned by international financial organizations is given to show the developed method.
