Abstract: The development and the civil enterprises are complex,
interdisciplinary public policy issues, which reveal the cooperative and
competitive processes, and explain the social mobilization. The mobilization
for civil enterprises is a function of the emergency, and of the ability of
certain social agents to include the vision of many, to achieve the common
goal. The paper presents a social mobilization model to support the
establishing of civil enterprises, and the formalization of competences in
complex social networks, which is based on action research in a cooperative
venture, located in the State of Minas Gerais (Brazil). The method used
highlights the social mobilization and the complex networks, which are formed
from civil enterprises, and its role in the process of land organization and
the promotion of regional development.
