Abstract: This paper draws on the participation of the University of Ulster Library in the JUBILEE Project (JISC User Behaviour in Information seeking: Longitudinal Evaluation of EIS) [1] and on the JISC PURCEL Project (Purchasing Decisions of Electronic Resources within HEIs) [2] in an attempt to highlight some of the key factors influencing the acceptance of electronic journals in the UK Higher Education sector. Reference is also made to other JISC initiatives, in particular the Collection Development Policy for the DNER, which are seeking to overcome some of the difficulties currently militating against full acceptance of electronic journals in the sector.
