Abstract: Information metering can be defined as a process by which data access is measured and recorded in a usage file. Metering software, used to measure customer usage of an electronic file, provides valuable information on exactly what information customers are using. This capability has implications for electronic publishers and aggregators as well as for users of electronic information. Issues of privacy are also important to consider.
